Born in the Philippines and better known by his nickname, Nonong, he had been developing software packages for commercial and research institutions for over 20 years. He has over 20 years of experience working in fisheries science, primarily developing fish stock assessment and management software tools. Notable of these is the publication of the FAO-ICLARM Fish Stock Assessment Tools (FiSAT) that includes over 100 analytical models; now applied by a number of learning/research institutions/organizations worldwide. His work took him to various countries (New Caledonia, Fiji, The Solomon Islands, Malaysia, Indonesia, Philippines, Brunei Darussalam, Thailand, Vietnam, India, Singapore, Sri Lanka, Bangladesh, Mozambique, Denmark, Italy, Canada, USA, Hong Kong, Peru, Chile, and Mexico) as an IT specialist/consultant in fisheries science. Has served as IT and/or fish stock assessment consultant/expert to international organizations like the Food and Agricultural Organization of the United Nations (FAO), Mekong River Commission (MRC), South Pacific Commission (SPC), French Research Institute for Development through Cooperation (ORSTOM), German Agency for Technical Cooperation (GTZ), International Center for Living Aquatic Resources Management (ICLARM; now WorldFish Center), and Fisheries Centre (University of British Columbia).
He has designed/implemented national IT programs related to fisheries resource management in various countries advising government on various aspects of fisheries software/databases development, fish stock assessment projects, IT strategic planning, project design and enterprise development [1][2] as an IT consultant/specialist of Overseas Agro Fisheries Consultants Co., Ltd. (OAFIC) and Pacific Rim Innovation and Management Exponents, Inc. (PRIMEX) on a number of Asian Development Bank (ADB) and/or Japan Bank for International Cooperation (JBIC) projects in the Asian region. Since he joined the University of Miami in 2003, he has taken lead roles in the development of the Data Navigator for South Florida and similar decision support/GIS facilities for other areas in the country. His repertoire includes, among others that can be listed, the development and publication of an education 3D game software (ReefRanger). Most recently, he was engaged by the Gulf of Mexico Coastal Ocean Observing System (GCOOS) to complete the development of the data portal for the region. He will soon be engaged to also develop another data/communication portal to support Florida's Everglades restoration projects
He has over 50 publications on IT and fisheries management related topics (ISI Citation count as of June 2006 on 1st author is 400) and member of IEEE Computer Society and IEEE Computational Intelligence Society (formerly, IEEE Neural Networks Society) since 1996.
